App Idea?

I want to create an app that allows people to search for the best Pizza shops only pizza shops that have a rating of 3.5 or up will be the only pizza shops you will get to see until the other pizza shops rating go up. The reason I thought of this was that I’ve seen too many pizza shops with good ratings then once I go the pizza is garbage. This app will also allow users to leave ratings and comments about the pizza place. And the only way for you to leave a rating is if you visited multiple pizza shops after that you get your reviewer certification then you can start rating.
